The Cities of Lathrop and Manteca requested Urban Flood Risk Reduction grant funding from DWR to bring the surrounding levees to a 200-year level of protection. DWR, in turn, requested that an analysis be conducted to determine the feasibility and resiliency to future changes of this project. PBI was selected to manage this project as well as perform the hydraulic and economic analysis associated with each of the alternatives formulated. This included developing a HEC RAS 1D/2D model to predict hundreds flooding scenarios and developing a HEC FDA model to determine the economic and life loss impact of each alternative.
